Dundee is a student city with a large house in multiple occupation market and a licensing regime that bites harder than most people expect. The threshold is three unrelated occupants rather than five, planning policy caps how many licensed properties can sit in one small area, and an unlicensed let risks a fine of up to fifty thousand pounds.

Three separate sources put the Google review count at 567, 641 and 673, and this page uses the lowest of the three, which still leaves the largest positive review base in the city. On allAgents the sample is small at twenty six, but it breaks down as fourteen positive landlord reviews and ten positive tenant reviews with no negatives at all, which is a rare thing to find.

Westport is regulated by RICS, which is a higher bar of professional oversight than most Scottish letting agents carry, and it manages more than six hundred and fifty tenancies, collecting over four million pounds of rent a year across a portfolio worth roughly twelve million, plus around seventy commercial properties.

It also publishes something unusual: a guide to market rates, showing management at twelve to fifteen percent, rent collection at eight to fifteen percent and tenant find between two hundred and five hundred pounds. That is a guide to the Dundee market rather than its own tariff, and it is treated as such here. The GetAgent score of 4.4 from sixty four is lower than the Google figure and both are shown. It claims seven industry awards without naming any, so none are cited.

Guaranteed rent is the differentiator, as it is at every Northwood office. The product pays a fixed monthly sum whether or not the property is let, which suits a landlord who needs certainty more than the highest possible rent.

Accreditation is solid, covering the Property Ombudsman, Propertymark, a client money protection certificate, the Council of Letting Agents and Dundee Landlord Accreditation. No registration number is published, which is noted rather than guessed. The allAgents score of 2.5 rests on six reviews and is far too small a base to carry weight, but it is stated so you can see everything that exists.

Rentlocally took ESTAS gold for best letting agent in Scotland in 2023, across both landlord and tenant categories, and silver for best estate agent in Scotland in the same year. That is a genuine award record and the reason it appears here.

The review picture is more mixed than the awards suggest. The Tayside and Fife branch scores 4.0 from ninety seven, while the company wide allAgents figure is 3.0 from forty six with 59 percent recommending and fee satisfaction at 61 percent. No registration number could be found, which is worth asking about directly.

Both review bases are small and both sit below four, at 3.8 from forty two on Google and 3.7 from three on allAgents. The credentials are better than the scores, which is why it ranks seventh rather than lower.

Both platforms nonetheless point down. Google shows 3.5 and allAgents shows 2.6 from eighteen with only 39 percent recommending. The branch says it is the only Dundee letting agent in the council Trusted Trader scheme, which is reported here as its own claim rather than as a verified fact. The score is the weakest of the agencies with a meaningful review base, at 3.1 from eighty four. That is a real number over a real base, unlike some of the small samples elsewhere on this page, and it is why the position is ninth. Listings disagree on whether the address is 121 or 125 Nethergate.

This is the only agency in Dundee that publishes a complete landlord tariff, and it is worth reading even if you go elsewhere, because it tells you what the work actually costs. Management is ten percent with a one hundred and forty nine pound set up fee. Rent collection is eight percent on the same set up. Tenant find is twelve percent of the first month plus two hundred and ninety nine pounds. HMO management is twelve percent with a three hundred pound HMO set up. An inventory is ninety five pounds, notices are twenty five pounds, a rent review is twenty five pounds, project managing an initial HMO licence application is four hundred and fifty pounds and a renewal is three hundred.

It ranks tenth because no public review base could be found anywhere. Transparency is not the same as evidence of service, and this site does not rank an agency highly on a price list alone.

What Dundee landlords have to get right

Dundee's house in multiple occupation rules are the strictest thing on this page, and they catch ordinary flats rather than just large shared houses.

Three unrelated occupants triggers an HMO licence
The Scottish threshold is three or more unrelated people, not the five used in England. A three bedroom flat let to three friends needs a licence in Dundee. Letting without one risks a fine of up to fifty thousand pounds.
Licence fees start around 1,290 pounds
The council's August 2022 guidance sets bands from one thousand two hundred and ninety pounds for three to five people up to eight thousand six hundred and ten pounds for two hundred or more, with an eighty pound fee for an additional inspection. Licences last up to three years and all of them expire on 30 September. A revised schedule took effect on 1 April 2026 but is published in a format we could not read, so confirm the current figure with the council rather than relying on this page.
Concentration policy can refuse a licence outright
Policy HMO2 in the council's supplementary planning guidance refuses applications that would push licensed houses in multiple occupation above twelve and a half percent of residential stock in a census output area, and the same test is applied on the licensing side. Policy HMO1 requires planning permission for more than five unrelated people in a house, or four or more in a flat. In practice, a licence is not guaranteed simply because the property is suitable.
Landlord registration costs more from April 2026
Eighty five pounds for the principal registration plus twenty pounds per property, lasting three years. There is no property fee for HMO properties, and there is a fifty percent discount on the principal fee where you register across several councils.
Dundee is not a short term let control area
Unlike Edinburgh, Dundee has not designated one and has published that it does not intend to. Licensing still applies, with fees from three hundred and ten pounds for one to two guests up to three thousand one hundred pounds for thirteen or more. Licences last up to three years and all expire on 1 February, with a fifty percent discount where an HMO licence is already held.
Rent control is not in force
No cap applies anywhere in Scotland. Councils began assessing on 1 April 2026 with reports due by 31 May 2027. Today you can raise rent once every twelve months with three months of notice, and a tenant can refer it to Rent Service Scotland within twenty one days. Be aware that a rent officer can currently set a figure above the one you proposed. That changes on 1 April 2027.

Pavillion Properties scores 4.3 on both Google and GetAgent across large bases, which would otherwise rank it well, but allAgents shows only 3.2 from sixteen and Companies House records SC396537 as active with a proposal to strike off and accounts overdue since 31 May 2023. It is held back for that reason, stated neutrally.

Louise Todd Property Management was founded in 2022 under LARN2211003, holds Council of Letting Agents, Property Redress Scheme and client money protection membership, and its principal is qualified to Level 6. Too new for a review base, worth watching.

Grant Property scores 1.6 from thirteen on its Dundee branch, with 23 percent recommending. Some reviewers assert a rebrand to Sandstone Property, which neither company confirms, so this page does not state it as fact.

Ferry Lettings is a Broughty Ferry boutique whose only published fee is refurbishment supervision at a minimum of ten percent of expenditure. Sutherland Management, Slater Hogg and Howison, DJ Alexander and Your Move all trade here but publish too little branch level data to rank.

Three names that come up in Dundee property searches are not residential letting agents at all. Verdala, Blackadders and McEwan Fraser Legal are sales or legal operations. If a list ranks them as letting agents, it has not been checked.
